The National Observatory for Children, Youth and School Quality (OEJQS) analyses the educational situation in Luxembourg, evaluates quality, and provides recommendations to the Luxembourg government and the Chamber of Deputies. Many of their publications are also available on their website.
The OEJQS collaborated with us on a video about the inclusive school system and diagnostic procedures in primary and secondary education. In a participatory webinar, they explained the procedures and introduced the main support structures: CI, ESEB, I-EBS, A-EBS, and CNI.
This was followed by an in-service training course offered through IFEN, where they presented diagrams and helped participants better understand the complex processes of Luxembourg’s inclusive school system.
On 23 October 2025, the OEJQS held its second “All Inclusive” conference day – an interdisciplinary exchange platform bringing together professionals from practice, research, and policy, as well as parents and students. Researchers from Luxembourg and abroad were invited to present studies, projects, challenges, and opportunities in the field of inclusive education. Participants were able to expand their professional networks and exchange with key stakeholders.
Information stands were hosted by several organisations and projects, including the competence centres, the University of Luxembourg, Be Human, CNEL, I’mPOSSIBLE, Incluso, Info-Handicap, SNEI, the School Mediation Service, and ZEFI.

The OEJQS contributes to ensuring that the many measures implemented are systematically reviewed, evaluated, and improved, and that communication and coordination among the various actors are strengthened.
